<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 09/22/97 <br />ITEM NO: H-3 <br /> <br /> <br />Department Approval: Agenda Section: <br />PUBLIC HEARINGS <br />Aria Smith request for a minor subdivision at 1235 Roselawn Avenue <br />West (PF#2964). <br /> <br /> <br />1J2 REQUESTED ACTION <br /> <br />1.1 Aria Smith is requesting a minor subdivision to allow the subdivision of a parcel into <br />two parcels at 1235 Roselawn Avenue West. The existing parcel includes Lot 5, Lot <br />6, the east half of Lot 7, Lot 25, and Lot 26, Block 16, Midway Hills Rearrangement. <br /> <br />2..J1 BACKGROUND <br /> <br />2.1 Aria Smith owns a parcel of land at 1235 Roselawn Avenue West. The property is <br />occupied by a single family residence along Draper Avenue, with a vacant area <br />along Roselawn Avenue West. The property is designated as Low Density <br />Residential in the Comprehensive Plan and is located in an R-1, Single Family <br />Residential District. Adjacent land uses are low density residential to the north, <br />south, and east; and west. <br /> <br />2.2 Ms. Smith is requesting a minor subdivision to allow the subdivision of one parcel <br />into two parcels. Parcel A will include Lots 5, 6, and the East Half 7, Block 16, <br />Midway Hills Rearrangement. Parcel B will include Lots 25 and 26, Block 16, <br />Midway Hills Rearrangement. A sketch plan of the recombination as well as new <br />legal descriptions for the two resulting parcels have been submitted in conjunction <br />with the request. Parcel B will not meet the current minimum width, depth, and lot <br />area for an R1 zoning district; however, the underlying lots of this parcel are platted <br />lots of record. <br /> <br />2.3 Upon approval of the minor subdivision, a new home will be built on Parcel B. It is <br />anticipated that the existing concrete block house on Parcel A will be removed and <br />a new house built within the next several years. The subdivision of this property and <br />the construction of new homes will enhance the neighborhood. <br /> <br />2.4 Section 11 04.04E, City Code, outlines the procedure for a three parcel or less type <br />of minor subdivision. No hearing or Planning Commission review is necessary; <br />however, a public hearing before the City Council with prior notification of all <br />properties within 350 feet of the subject property is required. If the request is <br />approved, the final certificate of survey is reviewed by the Community Development <br />Director and then recorded with the Ramsey County Recorder. <br /> <br />P#2964 - RCA (09/22/97) - Page 1 of 2 <br />
