<br />spaces in Roseville. My husband's engineering business is in Shoreview. We pay dl110st $4,000 <br />annual personal property taxes. My business has a Federal Tax 10 number and we pay all <br />federal taxes, state taxes, unemployment insurance on the people who work for me - including <br />outside sales people. We have both business and homeowners insurance policies that give us <br />excellent coverage for any possibilities. My business is a member of the Suburban Chamber of <br />Commerce, and the Better Business Bureau. We are respected members of the business <br />community in the Twin Cities area. We should not be penalized because my business is in two <br />rooms rather than one - or because we have employees who come to work here daily. <br /> <br />I appreciate that you are interested to have my input as to why I feel this code discriminates <br />unfairly against a business such as mine and I sincerely hope you will be able to change it. <br /> <br />To sum it up: Whereas my small business may not conform to the letter of the code - it certainly <br />does comply with what I believe should be the intent of the code - we create no nuisance, noise, <br />pollution, or excessive traffic. <br /> <br />Home based businesses need to judged on the impact on the neighborhood - do they cause <br />concern such as pollution, noise, excessive traffic or any nuisance. Beyond that, the City needs <br />to find a way to judge any exceptions on the individuality ofthe business and the complaint or <br />concern that any neighbors might have. Further, any complaintent should have to express hislher <br />complaint in those terms - and be prepared to give evidence and identify themselves if needed. If <br />the person who brings the complaint is not directly involved with the reason for the complaint - <br />their reason needs to be even stronger, and very well defined, as to why they are filing the <br />complaint. (It is difficult to believe that any totally unidentified, and perhaps unrelated-to-the- <br />problem-person, can in a fit of anger or jealousy, convince the City to move strongly against <br />people who have lived and operated businesses in a particular neighborhood for many years!) <br /> <br />I think you will agree with me that this 40 year old code does not really address the needs of <br />small business people today, as more and more home based businesses make their way into the <br />news. Many of these businesses have a very positive and significant impact on their <br />communities and even on their neighborhood. (In our case, those few neighbors who even <br />know we have a business here are grateful that there is some traffic here during the day - we've <br />never had a robbery in our neighborhood. Our office person takes deliveries for neighbors, takes <br />in mail for vacationers, helps drive someone whose car had failed to start, and our adjacent <br />neighbors always know she is here and will help them, if they have a problem. Most more <br />distant neighbors have also lived on our street for a long time and probably don't know I have a <br />business here now, but many of them worked for our small businesses in the past. We're very <br />very confident they would not have called you - as we create no nuisance, there would be no <br />reason to call.) <br /> <br />Perhaps due to the tremendous leap in electronic communication, many corporate business <br />workers as well as self-employed people work from their homes. Today, almost everyone <br />knows (and/or deals with) one or more home based businesses - whether it might be carpet <br /> <br />2 <br />
