In particular, two requests have dealt with employmE~nt of individuals
not residing on the premises. Related issues include the use of accessory buildings
for a home occupation, off-street parking, generation of traffic, signage, and overall
impact on the neighborhood.

In one situation, a resident has operated various businesses within her home since
the 1950s. She has always had at least one employee who reports to work at her
home throughout the years; however, adjacent property ownHrs have never
complained. A complaint was recently filed by a non-resident and was followed up
on by City staff. The operator appealed staff's determination that her home
occupation did not comply with the City's regulations and asked the City to consider
amendments which would bring her business into compliance. A copy of a letter
from this resident (Margie Duescher) is attached.

In another situation, a resident is interested in purchasing a new home which has
a detached accessory building. His intent is to live in the house and turn the
accessory building into a photography studio. One employee would report to work
on the premises throughout the year, with additional employees on-site during busy
times of the year.

2.2 Section 1004.01 G of the City Code, which outlines the regulations for home
occupations within the community, states:

PF#2969 - (11/12/97) - Page 1 of 3
