<br />REQUESTFORCOUNC~AcnON <br /> <br />DATE: 09/09/98 <br />ITEM NO: H- 2 <br />./,( Agenda Section: <br />~ PUBLIC HEARINGS <br />City of Roseville request to amend Section 1004.01 (G) of the City <br />Code Relating to Home Occupations (PF2969). <br /> <br />1.0 REQUESTED ACTION <br /> <br /> <br />1.1 The City of Roseville is proposing text amendments to Section 1004.01 (G) of the <br />City Code to update and clarify the City's regulations regarding home occupations <br />and home-based business. The intent of the proposed modifications is to address <br />the current needs of home-based businesses, while protecting the community's <br />residential areas from inappropriate commercial uses. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 The Community Development Department has received several requests over the <br />past year regarding the City's home occupation regulations. In general, these <br />requests have highlighted the fact that Roseville's regulations are somewhat <br />outdated as compared to other communities. After discussing how other <br />communities are addressing home occupations, the Planning Commission <br />requested staff to recommend modifications that would update Roseville's <br />regulations. <br /> <br />2.2 The home occupation regulations were originally adopted in 1959. These <br />regulations did not anticipate the home computer and telecommunication changes <br />over the past ten to fifteen years. With these changes in technology, many more <br />people are choosing to work from home either full-time or on a part-time basis. It <br />is also anticipated that the number of workers who telecommute or operate their <br />own business from home will continue to grow. <br /> <br />3.0 STAFF COMMENT <br /> <br />3.1 In reviewing this request, staff made the following findings: <br /> <br />1. Technological changes have allowed more people to work from home <br />through telecommuting. In addition, these changes have also facilitated the <br />proliferation of home-based businesses and home occupations. <br /> <br />2.
