The Council's intentions <br />were for restrictions to help deal with <br />certain problem businesses. <br />Expecting business owners to <br />accept an ordinance which they clear- <br />ly can't comply with is outlandish, <br />especially when it would interfere <br />with the "legitimate" operation of <br />their business, raising other implica- <br />tions such as ineligibility for liability <br />insurance and possible interference <br />with certain licenses. <br />Home business owners in metro <br />areas have expectations for some type <br />of regulation and certainly are inter- <br />ested in protecting the integrity of <br />neighborhoods. They also do have <br />influence with the ordinances that <br />involve them. The sheer numbers can <br />be a force for lawmakers to reckon <br />with, as the number of home-based <br />businesses is rising every year and, <br />according to IDC/LINK., translates <br />into one in five households, with the <br />number rising from 18.7 million in <br />1995 to 20.0 million in 1996. <br />The economic impact of home- <br />based businesses cannot be denied, <br />either. Home-based <br />businesses are exactly the kind of <br />activity that the city must accommo- <br />date as the nature of work changes." <br />And accommodate, they will. <br />As our cities, towns and even rural <br />areas throughout the state address the <br />issues of regulating home-based busi- <br />nesses, we need to be ever alert. We <br />need to know that those who establish <br />policy are knowledgeable and careful <br />to preserve our ability to enhance the <br />economy of our state as well as our <br />lives through our home-based busi- <br />ness endeavors. <br /> <br />Note.
