ApP,!2val: Manager Approved: Agenda Section: <br />~ OTHER ACTIONS <br />Item Description: James Olson (K and A Construction) request for sketch plan review <br />for a proposed residential planned unit development on Millwood <br />Avenue (PF#2973). <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 James Olson (K and A Construction) is requesting Planning Commission direction <br />on his proposal for a 2.5 acre residential planned unit development (east of 953 <br />Millwood Avenue). <br /> <br />2.0 BACKGROUND <br /> <br />2.1 James Olson holds a purchase agreement for the east 2.5 acres of a parcel located <br />at 953 Millwood Avenue, which is owned by the Catharina Postema Estate. Mr. <br />Olson's proposal includes seven twin homes (fourteen dwelling units) along a <br />private access road. The homes as proposed will be slab on grade construction <br />and priced in the mid-$150s. Mr. Olson believes there is a need for this type of <br />housing in Roseville and that this is an appropriate location for his development. <br /> <br />2.2 In order for the City to consider a planned unit development in this location, the <br />comprehensive plan would need to be amended to change the designation of this <br />2.5 acre parcel from Low Density Residential to Medium Density Residential. While <br />this particular parcel is not specifically addressed in the City's Comprehensive Plan, <br />it has been the policy of the City to discourage the encroachment of higher use <br />types into the center of an established and unbroken single family neighborhood. <br /> <br />2.3 A request for a minor subdivision to allow the subdivision of the entire 3.6 acre <br />parcel at 953 Millwood Avenue into two parcels (a one acre parcel with the existing <br />dwelling and this parcel) is being considered by the City Council on Monday, <br />December 8, 1997. During review of this request, the Engineering staff suggested <br />that soil borings be required prior to any building permits being issued for <br />construction on this eastern 2.5 acres of the parcel. <br /> <br />2.4 The following items are attached: a location map; two alternative site plans (labeled <br />Option A and Option B); and a letter from James Olson. Mr. Olson will be at the <br />Planning Commission meeting to present additional information on the request and <br />answer questions. <br /> <br />3.0 SUGGESTED ACTION <br /> <br />3.1 Provide direction to the applicant and staff on Mr. Olson's request for a 14 unit <br />residential planned unit development east of 953 Millwood Avenue. <br /> <br />PF#2973 - (12/10/97) - Page 1 of 1 <br />
