EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, County of Ramsey, Minnesota, was duly held on the 25th day of August, 2014, at 6:00 p.m. The following members were present: Willmus, Laliberte, Etten, McGehee; and Roe and the following members were absent: None. Councilmember McGehee introduced the following resolution and moved its adoption: RESOLUTION NO. 11170 REQUESTING A VARIANCE FROM STATE-AID RULE 8820.2800 SUBPART 2A FOR PROJECT No. S.A.P. 062-030-19 WHEREAS, the City of Roseville is installing a sidewalk along County State Aid Highway (CSAH) 78 (County Road B2) from CSAH 51 (Lexington Ave) to CSAH 53 (Dale St) and on CSAH 52 (Victoria Street) from CSAH 78 (County Road B2) to a point approximately 690 feet south of CSAH 23 (County Road C) as part of City Project 13-03 and S.A.P. 062-030-19; and WHEREAS, Ramsey County has agreed to participate in a portion of the cost of the installation of the sidewalk using County State Aid funds as per Ramsey County Cooperative Agreement PW2014-29 ; and WHEREAS, Project 13-03 is funded as part of the Parks and Recreation Renewal Program and subsequently was advertised for bids as one package of the overall project in early 2014 with the project officially awarded on May 12, 2014; and WHEREAS, the project was reviewed by the State Aid office of the Minnesota Department of Transportation and final approval was granted on June 3, 2014; and WHEREAS, State Aid Rule 8820.2800 subpart 2 states "only projects for which final plans are approved by the state-aid engineer before opening bids or approving a force account agreement are eligible for state-aid construction funds." NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEVILLE, that the City of Roseville hereby requests a variance from State Aid Rule 8820.2800, Subpart 2A to allow State Aid funding to be applied to this project that was advertised and awarded prior to State Aid approval.
