<br />Work Session Item No. 2 <br /> <br />City of Roseville <br />Community Development Department <br /> <br />Memo <br />Jun 27, 1995 <br /> <br />TO: Steve Sarkozy, City Manager <br /> <br />FROM: Dennis Welsch, Community Development Director (490-2232) <br /> <br />RE: ARONA PROPOSAL REVIEW <br /> <br />You asked for an outline of questions that should be addressed regarding the Arona Project in <br />order to give the Council discussion some focus. Listed below are the questions that, when <br />answered by the Council, could provide direction for the developers and the staff: <br /> <br />1) There are differences in how each project team looks at the "market", From the Council's <br />perspective, is this an appropriate site for senior affordable housing; apartments and rental <br />townhouses; or, owner occupied single family detached housing and townhomes? Will these <br />proposals be consistent with the Council's Comprehensive Plan designation of high density <br />housing and a park within a PUD? Is each concept (and concept team) flexible enough to work <br />throu~h some changes during the site plan design process? <br /> <br />2) Is the city willing to provide financial assistance to the project? What type of assistance is the <br />city willing to provide to the development team? After protecting the needed $200,000 in new <br />taxes, should further assistance be limited to a specific dollar amount of tax increment? Other <br />forms of assistance, such as reducing the land purchase price or leasing the site to reduce ftont- <br />end costs have also been discussed. Are these appropriate forms of assistance? <br /> <br />3) How does the team/partnership with the city meet the criteria established in the TIF Policy? <br /> <br />4) How do the longer term financial aspects of development on this site impact city services and <br />taxes? <br /> <br />5) Logistically it may be necessary to build the project in phases to allow the activity center to <br />remain for 12 to 24 months? Is this acceptable to the development team? And, is this acceptable <br />financially for the expected city revenue stream? Alternately, is there some way to move activity <br />center users and staff to a temporary site? <br /> <br />6) Is the Council ready to set a date for the Council to select to developer team? When? <br /> <br />1 <br />
