<br />REQUEST FOR PROPOSAL: <br /> <br />ROSEVILLE ACTIVITY CENTER SITE <br /> <br />L REQUEST: <br /> <br />The City ofRoseville is seeking proposals from qualified developers or development <br />teams to acquire and develop a 13 acre site located at 2800 Arona Street. <br /> <br />IT. DEVELOPMENT OBJECTIVES <br /> <br />This is an economic development project. It is the objective to facilitate development of <br />an under utilized former school site with adjacent pond, It is the city's desire to develop <br />the site, to enhance the tax base of the city, to provide quality housing opportunities, and <br />to provide a quality aesthetic physical environment while protecting and enhancing the <br />natural environment of the site and the neighborhood, Developers are encouraged to <br />provide an innovative quality energy efficient urban living environment. Developers are <br />also encouraged to work with adjacent landowners to maximize development and improve <br />access to the site while minimizing adverse impact on existing uses, Proceeds from the <br />sale of this site will be used to improve City-wide projects, <br /> <br />ID. GENERAL BACKGROUND <br /> <br />A. City of Rosevllle <br /> <br />The City ofRoseville, encompassing an area of 14,3 square miles, has over 33,000 <br />residents and is a well planned, first ring suburb strategically located on the <br />northern side of the Twin Cities Metropolitan area (see map 1), Since 1985, <br />Roseville has experienced substantial amount of commercial and industrial growth, <br />Retail sales have increased by $319,288,233 or 77% and annual building permit <br />increases have ranged from 26% to 147%, <br /> <br />Roseville's strategic regional location and excellent access have influenced many <br />residential developers and builders over the past five years including College <br />Properties, Good Value Homes, Rottlund, and Rosewood Estates. <br /> <br />B. Site <br /> <br />The City of Roseville owns a 13 acre site at 2800 Arona Street. The site is <br />occupied by the former Ralph Reeder Elementary School and was utilized by NCR <br />as a training facility. The City ofRoseville subsequently acquired the property from <br />NCR for $1,264,931. The City is currently using the site as an activity center and <br />for recreation offices, The existing activity center and recreational offices would <br />be relqcated elsewhere in the City. It is the City's goal to maintain approximately 4 <br />acres of park and open space on the site leaving approximately 9 acres available <br />for development. <br /> <br />Access to the site is currently provided by Arona Street from County Road C2. <br /> <br />RFPARONA <br /> <br />1 <br /> <br />December 14, 1994 <br />
