<br />sold to NCR Comten. The building was used as a training center <br />for NCR Comten employees but has recently housed their repair <br />unit. The rooms and hallways contained rows of shelving and <br />stacks of boxes on pallets filled with computer parts, papers and <br />packing material. Some repairing of computer equipment was done <br />on site with little use of solder or other possible hazardous <br />material. All rooms and hallways were carpeted except for the old <br />gymnasium which was tiled. The carpeting was installed over the <br />original tile. <br /> <br />A fill and vent pipe for a~ undor~rQYna ~rorage tank (UST) were <br />identified north of the building across the service road. The <br />size of the UST is unknown and is assumed to have been installed <br />when the school was built in 1962. Mechanical Plans were <br />unavailable from NCR Comten at the time of inspection. visual and <br />olf~oter:y ill!Jpest; nn ~u9qests that there is fuel oil currently. in <br />the tank. <br /> <br />The Buildings Superintendent for NCR Comten, (Reference 7) also <br />informed Northern Environmental of a well on the property, <br />located west of the north end of the building. Records available <br />from the Minnesota Geological Survey (Attachment 3) indicated <br />that the well is 506 feet deep, was installed in 1962, and is <br />completed in the prairie du Chien-Jordan aquifer. <br /> <br />At the request of Northern Environmental, Mr. Mark Sonaglia of <br />Bay West Inc. performed a walkthrough asbestos inspection of the <br />building. Seven se a tos containing materials <br />were identi le as listed in his report (Attachmen ccording <br />to representatives of NCR Comten and the Moundsview School <br />District (References 7 and 8) a comprehensive asbestos inspection <br />had not been performed at the Property. .~ <br /> <br />-"-"1 <br />MPCA Property Transfer File Evaluation <br /> <br />..... <br /> <br />At the request of Northern Environmental, the Minnesota Pollution <br />Control Agency (MPCA) conducted a limited file evaluation of the <br />Property and surrounding area (Reference 6, Attachment 2). The <br />MPCA evaluation included a review of the following references: <br /> <br />(1) EPA - National Priorities List (NPL); <br />(2) EPA Comprehensive Environmental Response, <br />Compensation, and Liability Information System <br />(CERCLIS) ; <br />(3) MPCA - Permanent List of Priorities (PLP); <br />(4) MPCA Regulatory Compliance, Hazardous Waste <br />Enforcement Log; <br />(5) MPCA - List of Permitted Solid Waste Facilities; <br />(6) MPCA Hazardous Waste Permit unit Project <br />Identification List; <br />(7) MPCA 1980 Metropolitan Area Waste Disposal Site <br />Inventory; and <br />(8) MPCA - 1980 Statewide Open Dump Inventory. <br />
