<br />General Comments: <br /> <br />We would also like to take this opportunity to respond to the City staff analysis of April 13, 1995 <br />and the most recent package we received dated July 6, 1995, In the staff analysis we had <br />numerous questions but we would like to respond to one specifically, <br /> <br />From the staff analysis in the category of "net tax base increases by at least 200,000", shows MSP <br />and Dominium as "exceeds expectations", and Rottlund "as below expectations", yet in the <br />financial category of the City staff review it show Rottlund and MSP to be virtually the same and <br />Dominium at a lower figure, Also Dominium's footnote shows "many issues are difficult for <br />developer to determine at this time; makes answers to portions of proposal uncertain". MSP <br />footnote states, ''Need cost recalculation based on number of allowable housing units. City must <br />decide if affordable senior of family housing meets goal" , We feel this category incorrectly shows <br />Rottlund as "below expectations", especially with all the unanswered questions about the other <br />developer's proposals. <br /> <br />In the most recent package from the City staff, there is a letter from MSP including the <br />"comparative cash flow benefits to the City of Roseville" . In each case they show Rottlund with a <br />$400,000 City subsidy. This is unclear. The only request Rottlund is making of the City is for <br />demolition of the building, of which, the City has estimated at $110,000, <br /> <br />Also MSP calculations of the taxes generated by each proposal grossly differs from the City <br />estimates, The City shows MSP and Rottlund to be similar with Dominium to be less than both. <br />MSP shows the taxes generated to be considerably higher for MSP than the City shows <br />Dominium and Rottlund. We recommend the City rely on their own analysis to determine factual <br />compansons, <br /> <br />We are sympathetic to the difficulties in comparing each of these proposals, but the Rottlund <br />proposal is simple, We pay $1,000,000 cash for the land, the City presents a clear/clean site. We <br />then develop a neighborhood of needed affordable housing for future homeowners of Roseville <br />that are singles, young couples, single parents, empty nesters and seniors. These new <br />homeowners would have an investment and ownership in Roseville, pay their taxes like all other <br />homeowners ofRoseville and these taxes would go to the City, schools, county and State, This <br />neighborhood is compatible to the existing surrounding neighborhood in product type, scale and <br />architecture. The proposed neighborhood would be attractive, enduring and an enhancement to <br />the community and we are proud and excited to present this proposal to the City ofRoseville. <br />We are also flexible in development schedule and configuration; our proposed housing is also <br />flexible in site design opportunities. <br /> <br />The Rottlund development team is all within The Rottlund Company, Inc, located in Roseville and <br />we would enjoy and appreciate the opportunity to develop the Arona housing project. <br /> <br />TW/ms rose2.doc 7/17/95 <br /> <br />The Ronlund Company, Inc. <br />July 17, 1994 <br /> <br />5 <br />
