<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 12-05-95 <br /> <br />ITEM NO.: 1-2 <br /> <br />Item Description: <br /> <br />Agenda Section: <br />Reports and <br />Recommendations <br />Preliminary selection of Arona RFP Developer. <br /> <br />Manager Reviewed: <br /> <br />~ <br /> <br />Department Approval: <br /> <br />j)('l0 <br /> <br />Backeround <br /> <br />1, During the past 10 months, the City Council has reviewed proposals for development of <br />the Arona site which was designated for PUD high density housing and park space in the <br />Comprehensive Plan (9/94). The Council narrowed the development team proposals to <br />three during the summer of 1995. The teams were MSP Development, Rottlund, and <br />Dominium. (Dominium later asked to be dropped ftom further consideration). <br /> <br />The Council goal was to maximize the revenue from the sale of this parcel purchased <br />as an investment in 1990. The Council also sought annual tax increment revenue of <br />$200,000. <br /> <br />2. The Council requested the developer to remain flexible and propose a two phase <br />development with the south half of the site and pond area as Phase 1, while retaining the <br />existing Arona Community Center and parking as a Phase 2 development. Phase 2 may <br />not be authorized for redevelopment for a number of years, if at all. The higher the <br />density of development selected for the south half (phase 1), the more important parks and <br />community centers along the north side (phase 2) become. <br /> <br />3. In the fall of 1995, the Council reviewed in detail the 242 unit affordable senior housing 4 <br />story, 2 building MSP proposal and the Rottlund 72 unit (48 unit townhouse and 24 unit <br />detached one-level village homes) market rate owner-occupied proposal. On 7 acres, <br />these developments represent 35 units/acre and 10 units per acre, respectively. No <br />commitment in the form of letters of credit, performance bonds, or assessment agreements <br />were offered by either team. <br /> <br />4, The Council also reviewed the development teams preliminary financial proposals for <br />purchase of the site and new taxes to be generated. The staff was asked to review the <br />proposals and provide a common set of comparable factors which the Council could use <br />for selection purposes. <br /> <br />5.
