4. The proposed comprehensive plan amendment is not in harmony with the general purpose and intent of the City's Comprehensive Plan, as adopted in 1994 and amended annually thereafter. 5. The proposed comprehensive plan amendment to change the land use designation of the subject property (seven parcels) from Medium Density Residential to Limited Business will adversely affect the public health, safety, or general welfare. The de facto rezoning of the parcel to B1, in accordance with consistency requirements of State Statutes, would adversely impact the adjacent residential uses. In addition, the traffic generated by a limited business use on this site would require Hamline to be upgraded in order to accommodate the additional traffic. 6.0 AL TERNA TIVES 6.1 The Planning Commission has the following alternatives regarding action on this request: 1. Recommend approval of the request as presented (change the land use designation of all seven parcels to Limited Business). 2. Recommend denial of the request as presented. 3. Table action on the request until the next Planning Commission meeting (February 11, 1998), if additional information becomes available during the public hearing, 7.0 STAFF RECOMMENDA nON 7.1 Based on the findings outlined in Section 5.1 of this report, staff recommends denial of the request for a comprehensive plan amendment to change the land use designation of seven parcels of land from Medium Density Residential (MR) to Limited Business (LB). 8.0 SUGGESTED ACTION 8.1 By motion, recommend denial of the request for a comprehensive plan amendment to change the land use designation of seven parcels of land from Medium Density Residential (MR) to Limited Business (LB), based on the findings outlined in Section 5.1 of this report. 8.2 The Planning Commission's recommended action will be forwarded to the City Council for final action on Monday, January 26, 1998.
