The proposed comprehensive plan amendment is not in harmony with the <br />general purpose and intent of the City's Comprehensive Plan, as adopted in <br />1994 and amended annually thereafter. <br /> <br />5. The proposed comprehensive plan amendment to change the land use <br />designation of the subject property (seven parcels) from Medium Density <br />Residential to Limited Business will adversely affect the public health, safety, <br />or general welfare. The de facto rezoning of the parcel to B1, in accordance <br />with consistency requirements of State Statutes, would adversely impact the <br />adjacent residential uses. In addition, the traffic generated by a limited <br />business use on this site would require Hamline to be upgraded in order to <br />accommodate the additional traffic. <br /> <br />6.0 AL TERNA TIVES <br /> <br />6.1 The Planning Commission has the following alternatives regarding action on this <br />request: <br /> <br />1. Recommend approval of the request as presented (change the land use <br />designation of all seven parcels to Limited Business). <br /> <br />2. Recommend denial of the request as presented. <br /> <br />3. Table action on the request until the next Planning Commission meeting <br />(February 11, 1998), if additional information becomes available during the <br />public hearing, <br /> <br />7.0 STAFF RECOMMENDA nON <br /> <br />7.1 Based on the findings outlined in Section 5.1 of this report, staff recommends denial <br />of the request for a comprehensive plan amendment to change the land use <br />designation of seven parcels of land from Medium Density Residential (MR) to <br />Limited Business (LB). <br /> <br />8.0 SUGGESTED ACTION <br /> <br />8.1 By motion, recommend denial of the request for a comprehensive plan amendment <br />to change the land use designation of seven parcels of land from Medium Density <br />Residential (MR) to Limited Business (LB), based on the findings outlined in Section <br />5.1 of this report. <br /> <br />8.2 The Planning Commission's recommended action will be forwarded to the City <br />Council for final action on Monday, January 26, 1998. <br /> <br />PF#2978 - (01/14/98) - Page 10 of 11 <br />
