<br />City ofRoseville Planning Commission Minutes <br />Wednesday, June 8, 1994 <br /> <br />MINUTES <br /> <br />responded that it is the most efficient configuration of a senior housing project. Member <br />Roberts stated that he liked a setback of 150 feet from Hamline and the brick facade. He <br />suggested that berm along Hamline Avenue may reduce some of the scale of the building. <br />He asked for further details regarding storage and removal of snow and screening of <br />utility equipment as well as headlight and site-light screening. <br /> <br />Joan Quandt, of2235 Dellwood, claimed that she did not have a wooded lot, but that the <br />lot was 298 feet in depth, and she expressed concern about air conditioning units, light, <br />and noise from library and the senior housing project. She asked if this project would <br />change from senior housing to low-income housing. She expressed concern regarding <br />food delivery, ambulance, headlights, garbage storage, car and utility noise, and berm <br />heights in the area. <br /> <br />Bob Gunderson, 2197 Dellwood, expressed concern with lights, parking and noise in the <br />area. <br /> <br />(c) Corpus Christi Sketch Plan <br /> <br />City Planner Michael Falk provided a background report in which he described the <br />proposal by MSP Real Estate and Westminster Corporation to construct an 80-unit senior <br />housing Planned Unit Development project on the Corpus Christi Church site located at <br />the southwest corner of Fairview Avenue and County Road B. He noted that the <br />applicants have conducted a number of neighborhood meetings to discuss their project <br />and are looking for comments from the Planning Commission. They also intend to <br />discuss the possibility of tax increment financing for the project with the City Council at a <br />future work session. <br /> <br />Member Rengel asked about the shared parking arrangement. Michael Falk responded <br />that the parking is underground and on the surface within the 4.25 acre site. <br /> <br />Milo Pinkerton, a developer for the project, showed typical building elevations with <br />gabbled roofs and brick facades. He noted that the height to the roof line would be 40 <br />feet and that this would be an affordable housing project for seniors who have 60 percent <br />of less of the median income for the area. Rental units would range from $480 to $580 <br />per month including rent. <br /> <br />Westminster Corporation is the joint partner that would manage the project and <br />eventually own the project. The site has a number of assets including being near a senior <br />center, near shopping, near bus service, and adjacent to a church. Pinkerton stated that <br /> <br />14 <br />
