<br />property, which is zoned 1-1, Light Industrial District, and is occupied by a use that has <br />heavy industrial characteristics. <br /> <br />Two corners of the Hamline Avenue/C~unty Road B intersection are zoned B-3 General <br />Business District and most of the west side of Hamline Avenue, with the exception of <br />just three residential lots, has been zoned B-3 and B-1, in response to the high traffic <br />volumes on this arterial street. The southwest corner of the intersection is zoned B-1 <br />and the northeast corner is .occupied by the library. <br /> <br />Of major importance is the 6-story Roseville Professional Center office development <br />which is zoned B-1 and located to the north of the Sandhurst Drive residential area. <br />This building is sited just 50 feet from the residential property line and within 180 feet' <br />of the nearest residence. All of the land to the west of the Sandhurst Drive area is <br />zoned B-1 B, Limited Business District. <br /> <br />In the Roseville Professional Center facility, the City has established a zoning and <br />precedent for dissimilar uses immediately adjacent to the subject site. This suggests <br />that an office use and a responsible massing of an office building (or buildings) should <br />be approved for Everest on the subject property. <br /> <br />Library Expansion <br /> <br />Concluding with the construction of a new larger Roseville Library in 1993, the Ramsey <br />County Library Board conducted extensive facilities planning beginning in at least 1985 <br />and evaluated a broad range of alternative locations and concepts for a headquarters <br />library within the Ramsey County system. One of the first site specific options <br />discussed with the City of Roseville, in March of 1987, included the expansion of the <br />existinQ Roseville library to the east, which would have included the acquisition of <br />several homes which face directly onto Dellwood Street. The City's Planning <br />Consultant, Howard Dahlgren, correctly disagreed with that proposal and properly <br />counseled the Library Board and Administration not to expand easterly to Dellwood. <br />The expansion of the library into the Dellwood Street neighborhood may well have had <br />a deleterious effect on property values and the residential neighborhood. Mr. <br />Dahlgren recommended that the County instead acquire at least three single-family <br />homes (owned by Everest) to the north, This recommendation and the City Council's <br />subsequent favorable response demonstrated that the subject site should not be <br />reserved for long-term residential use and that it was clearly considered a less sacred <br />residential area than Dellwood Heights. <br /> <br />Consistent with Mr. Dahlgren's concerns for easterly expansion, the Library Board <br />ultimately pursued an alternative which led to the expansion of the library site in a <br />northerly direction, utilizing three of the Everest residential lots. The County's <br />determination to expand to the north, on residential lots fronting on Hamline, and the <br />City's clear encouragement and support thereof, also demonstrates the commercial <br />character of the subject property and its appropriate redesignation for office use in the <br />Comprehensive Plan. The library, although a publicly-owned facility, functions as a <br />high traffic commercial use, including significant evening and weekend traffic. <br /> <br />~ <br />
