<br />Chair Wietecki stated the City is providing three conditions not normally <br />discussed: signage, circulation and trash containers. <br /> <br />Member Rhody asked for clarification of signage and motion. Does developer <br />have opportunity to go ahead with conforming sign? Everest Development, Ltd., a request for a <br />Comprehensive Plan Amendment t change the designation of seven <br />parcels along Hamline Avenue (between the Ramsey County Library and <br />Brown-Wilbert Vault Company) from Medum Density Residential to Limited <br />Business. <br /> <br />6e. <br /> <br />Chairperson Wietecki opened the hearing and requested Community <br />Development Director Dennis Welsch to summarize the written report of January <br />14,1998, <br /> <br />Tim Nelson, Everest, stated the Everest parcel has outlived its usefulness. He <br />noted that this proposal would not jeopardize the value of easterly housing. The <br />office would be a transitional use between retail and residential. <br /> <br />Nelson noted the past studies (late 1980s) and reports by Howard Dahlgren <br />recommended office uses. In the early 1990's, the library condemnation stalled <br />further study. According to Nelson, consultants Public Finance System; Fred <br />Hoisington; and Everest appraisers felt the site was best used for commercial <br />property. He listed factors supporting this condition: <br /> <br />1) within sphere of influence of Rosedale/Har Mar; <br />2) gateway to Har Mar and Target and office users; <br />3) considered "Downtown" Roseville; <br />4) traffic on Hamline is over 10,000 HOT; <br />5) County Road B is over 10,000 HDT; <br /> <br />10 <br />
