As we understand, the potential development <br />could consist of a 50,000 sq. ft. office building located on the east side ofHamline Avenue <br />between Highway 36 and County Road B. Our review has accounted for the City staff <br />report for the Planning Commission meeting on January 14, including a memorandum <br />dated January 7. 1998, trom Jay Kennedy, Assistant Public Works Director. Also, our <br />review has considered the results from a comprehensive traffic study that we completed in <br />1987 for a prior proposed development on this property. <br /> <br />FINDINGS FROM APRIL 1987 STUDY <br /> <br />On April 30, 1987, we submitted a memorandum report (copy enclosed) for a traffic st\,1dy <br />ofa proposed office development on the east side ofHamline Avenue south of Highway <br />36, The total size of this proposed office development was 159,950 sq. ft. For purposes <br />of this study, the current (1985) daily traffic volume on Hamline Avenue was 12,450 <br />vehicles per day. <br /> <br />This study included detailed p.m. peak hour traffic forecasts and capacity analyses for the <br />fonowing four intersections on Hamline Avenue: County Road B-2, north ramps to/from . <br />Highway 36, Commerce Street, and County Road B. The April 1987 memorandum <br />reports that all four intersections previously mentioned could effectively accommodate the <br />expected post-development volumes within acceptable levels of service. The report <br />indicates that the development would have a safety benefit by reducing the number of . <br />access points on the east side of Harnline Avenue. <br />
