<br />.-J' <br /> <br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 01/14/98 <br />ITEM #: 6(e) <br />Department Approval: Manager Approved: Agenda Section: <br />PUBLIC HEARINGS <br />Item Description: Everest Development, Ltd. - Request for Comprehensive Plan <br />Amendment to change designation of seven parcels along Hamline <br />Avenue from Medium Density Residential to Limited Business <br />(PF#2978). <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Everest Development, Ltd., on behalf of its affiliate, Hamline Avenue Properties, <br />LLC, is requesting an amendment to the City Comprehensive Plan to change the <br />land use designation of seven parcels of land from Medium Density Residential <br />(MR) to Limited Business (LB). The seven parcels are located on the east side of <br />Hamline Avenue, are addressed as 2218, 2234, 2236, and 2240 Hamline Avenue <br />North, have a total area of 3.2 acres of land, and are occupied by four single family <br />houses, <br /> <br />1.2 In conjunction with the application, Everest Development, Ltd. submitted a letter <br />which states in part, "Given the history of the City of Roseville's action and conduct <br />regarding Everest and the subject property over the past ten years or so, we submit <br />this application with no real expectation that it will be considered and processed <br />fairly and without bias," In response to this statement, it should be noted that City <br />staff treats each application as a separate and unique proposal and evaluates each <br />proposal on its current "solid planning rationale" and merit. Direction from the 1994 <br />Roseville Comprehensive Plan, Planning Commission hearings and insight, as well <br />as City Council policy are sought for such a review. <br /> <br />Within the narrative provided in conjunction with the application, Everest also <br />formally objected to the requirement that a development concept be illustrated for <br />the site, Staff recognizes that the proposal submitted in conjunction with the <br />application is illustrative only and for the purpose of understanding the potential <br />impacts that a change in the land use designation may have. The illustrative site <br />development is a 50,000 square foot office building on three levels. <br /> <br />1.3 Requests for amendment to land use designations within the City Comprehensive <br />Plan require a public hearing before the Planning Commission. After the Planning <br />Commission makes a recommendation to the City Council, the Council may hear <br />additional public comment and decide upon the request. If approved, the <br />amendment must be sent to the Metropolitan Council for review and comment <br />before the decision becomes final.
