<br />Between meetings Rick and Ed Burrell reviewed the differences between a Pilot and a <br />tax paying project <br /> <br />On May 18, 1994 Mr. Olson met with Rick and me to review the project, the estimated <br />taxes (now $220,000-$240,000); the request for a $12,000 Pilot with a 3% to 4% <br />escalator. Olson asked if a TIF of 4 years could be created and then phased out He <br />also asked if housing bonds were available. <br />He provided a development budget and income proforma. <br /> <br />By June 3, 1994 Mr. Tim Nelson, Everest, had prepared a summary of the senior <br />housing project to present in sketch form to the Planning Commission on June 8, 1994. <br />Staff recommended that a sketch plan be reviewed by the Commission and that a PUD <br />process be used jf redevelopment proceeds further. A set of preliminary building and <br />site drawings was submitted by Everest <br /> <br />For the Council work session on June 20, 1994, the staff passed on the Planning <br />Commission draft comments including meeting with the neighbors before hearings <br />began. The staff comments (memo June 17, 1994) asked for direction regarding compo <br />plan designation changes; rezoning from R-1 to PUD; non taxable parcels with a Pilot; <br />and tax exempt housing bonds. <br /> <br />During the summer of 1994 the Planning Commission and Council were holding public <br />meetings and hearings regarding the Comprehensive Plan. After review of this project, <br />the Council decided that the Everest parcel should be designated for medium density <br />housing and included that decision in the September 12, 1994 approved <br />comprehensive plan. No further action was taken by Episcopal Housing or Everest. <br /> <br />During June of 1997 the City held a series of design "Cornerstone" meetings with <br />neighboring property owners around the Hamline and B intersection. Everest was <br />invited to participate in this broader review of land uses and building types for the area. <br />Their response to the consultant inviting them was that Everest would not participate <br />because nothing of consequence would come out of the meetings. <br /> <br />On September 11, 1997 I met with Tim Nelson and Rick Baker of Everest at their <br /> <br />2 <br />
