Lee, AICP
City Planner
City of Roseville
2660 Civic Centre Drive
Roseville, MN 55113-1899

Re: Comprehensive Plan Amendment Application
2218-2240 Hamline Avenue
PF#2978

Dear Ms. Lee:

The purpose of this letter is to inform you that we are withdrawing our application to
amend the Comprehensive Plan designation of the subject properties from medium
density residential to limited business and, accordingly, the application should be
removed from the January 26 City Council agenda.

V'Je are withdrawing our application because it is obvious that it is impossible to obtain
a fair hearing on the merits of our proposal in the face of substantial anti-Everest bias
exhibited by City staff and the current Council, exemplified by Council member
Goedeke at Wednesday night's Planning Commission meeting.

A brief review of our contacts with the City concerning the Hamline Avenue property
over the past several months demonstrates that staff and the City Council are intent on
discrediting and disadvantaging Everest, rather than providing a neutral forum for
judging a redevelopment opportunity on its merits. In the course of informal meetings
and conversations with City Manager Steve Sarkozy in October of this past year, Mr.
Sarkozy gave contradictory indications of how an office redevelopment proposal might
be initiated with the City. First Mr. Sarkozy stated an office redevelopment concept
could be considered within the context of the City's annual Comprehensive Plan
updating process which was to occur in the fall of 1997; later he stated there was no
such Comprehensive Plan updating planned for the remainder of 1997 nor any
identifiable time period going into the future.

2r,f)3 Long Uke RO,ld
SUite un - Ro,(:\illr:. ,\\"-. .'i31 U
(} 1.2 11) ~ --:;;(}I~ r.1'_' r}12.
