<br />2.0 HISTORY OF LAND USE AND ZONING DESIGNA TIONS <br /> <br />2.1 The [gL()Q~r:!Y_i~ Jpc::Elted i.rC:ari]~. t,~S[ngl€LEami1Y_"Re_sja~ij~iaCDi$tricC::~)1d the <br />tGomprehemsive Plan-identifies ~th_e -futur~ -l! 58 of~ this ]?!operty -as-I nstituti~:m a!7 <br />AdjacentJand uses -are ce mete ries_toJhe south_and ~we-st,~ilncL6'pen_space_tcfth'~1 <br />norlh_andJ~,_a~s!l <br /> <br />2.2 The site is currently used for several different activities including: Ramsey County's <br />seasonal household hazardous waste collection site; a work yard for Ramsey <br />County's Public Works Department; a stockpile area for crushed road materials and <br />concrete from the Larpenteur Avenue reconstruction; a site for Ramsey County/ <br />NSP's stump grinding activities (in a tub grinder); and a women's detention center. <br />Materials were moved into and out of this site during late hours during the <br />emergency Mississippi River flood situation in 1997. <br /> <br />2.3 A portion of the site (approximately 4.4 acres known as Lot 7) has also been <br />considered for a family transitional housing project which would be located on the <br />south edge of the site, adja~nt to Larpenteur Avenue. This project, still in the <br />planning stages, would include approximately 20,000 sJ. of building, including 55 <br />rooms which will house between 55 to 62 residents, for periods averaging 11 to 12 <br />days. Seventy percent of the residents will be children; most of the families will be <br />one parent (mother) households. The project would cost over $3 million and would <br />require a rezoning of the property and/or designation as a Planned Unit <br />Development. New sidewalks and driveways would be installed along Larpenteur <br />from Kent to Dale Street for this project if built on this site.
