Services <br /> <br />TEL:512-628-5917 <br /> <br />Feb 10 98 <br /> <br />16:21 No.003 P.04 <br /> <br /> <br />Project DescriptIon <br /> <br />Ramsey County Interim Use Permit Concrete Crushing/BatchJng <br /> <br />Ramsey County's Public Works Department is requesting an interim use permit to allow concrete <br />crushing and batch mixing operations on a portion of a 20 acre County-owned parcel located east of Kent <br />Street and north of Larpentuer Avenue. These operations will allow the County to recycle materials from <br />the existing Larpentuer Avenue in the reconstruction of this roadway. It is anticipated that recycling the <br />concrete materials will save Ramsey County and its taxpayers approximately $500,000. Neither concrete <br />crushing or concrete batch mixing activities would be allowed to occur at the same time as tree and stump <br />grinding activities. <br /> <br />According to Section 1012.09 of the City Code, an interim use penn it is not required to be consistent with <br />the land use designation identified in the Comprehensive Plan, nor is it required to meet all of the zoning <br />standards established for the district in which it Is located. A request for an Interim use permit is <br />processed in the same manner as 8 request for a conditional use permit. In reviewing a request (or an <br />interim use permit, the City may attach conditions and will establish a specific date or event that will <br />terminate the use on the property. In granting an interim use permit, the City Council must also ccgtermine <br />that the approval of the interim use permit: 1) will not result in adverse impact on the public health and <br />welfare; 2) ~he operation is safe to the public; and 3) there are no additional costs added to the site that <br />would deter a permanent use at a later time. <br /> <br />Ramsey County Public Works proposes to operate the portable concrete crusher on the site from April <br />1 through May 15 during 1998 and 1999, and during the construction season in 2000. All of the concrete <br />to be crushed will come from the Larpenteur Avenue reconstruction project only r with no other projects <br />being allowed to "piggy-back" on this activity. The concrete to be crushed would be stockpiled between <br />crushing visits, with crushed concrete being stockpiled for reuse in the concrete mixed for new roadway <br />material for Larpenteur Avenue. Approximately 20,000 metric tof'lS of concrete will be crushed each <br />season, with approximately 2000 tons being crushed per day. Concrete crushing would only be allowed <br />during the normal work week (Monday through Friday) with hours of operations limited to 8:00 am to 5:00 <br />p.m. The total number of crushing days will not exceed 15 days per year. Water will be used to control <br />dust during crushing operations. <br /> <br />Concrete batch mixing would be allowed on two separate occasions per construction season, for a period <br />up to five working days per occasion. Batch mixing generally requires long hours of mixing and pouring <br />during these periods. Although specific times have not been established, it is possible that the site would <br />operate from sunrise to sunset. During this time, trucks would be entering and/or leaving the site every <br />2-3 minutes. and equipment would be used to load materials into the mixer and remove the final product <br />resulting in back-up warning system noise. <br /> <br />The projected sound levels in decibels (dB) range from 57.6dB to 64_6dB for the concrete recycling <br />activities. For comparison purposes, the measured sound levels for the tub grinder (taken during the <br />demonstration on 1/17/98) range from 60.1dB to 72.4dB; and the measured weekday background sound <br />levels (taken on 1130/98 and 2/4/98) range from 54.7dB to 68.4dB. The MPCA daytime residential <br />standard is 60bB. Sound levels for other uses include 62dB to 65dB for background interstate traffic <br />noise, 1 05dB to 110dB for a rock concert,.and 11 OdS to 120dB for a jet airplane. <br /> <br />The County has indicated that it would notify effected residents In writing at least five days prior to the <br />commencement of concrete crushing or concrete batching activities. The original list of residents to be <br />notified would be provided the Community Development Director. with the understanding that other <br />residents could be placed on the notification list by contacting the County. <br /> <br />If granted, the interim use permit would be reviewed annually, including a review of south level <br />measurements and dust count levels. The interim use permit would expire December 31,2000. The <br />interim use permit could be revoked prior to this date for non-compliance with the specified conditions_ <br />
