Rice Street <br />St. Paul, MN 55126 <br /> <br />RE: Interim Use Permit-Concrete Recycling, Kent Street Site <br /> <br />Dear Dan: <br /> <br />At its January 20, 1998 worksession, the Roseville City Council briefly reviewed and discussed <br />your application for an Interim Use Permit to permit concrete crushing and recycling for the <br />Larpenteur Avenue project. Fonnal review of the Interim Use Permit will begin with a public <br />hearing before the Planning Commission on February 11. Final approval is anticipated by the <br />City Council on February 23, 1998. <br /> <br />Recognizing the significant cost-savings to be realized by recycling the Larpenteur Avenue <br />concrete at the Kent Street site, the Council is generally supportive of the County's request for an <br />Interim Use Permit. However, the Council is equally concerned about protecting the residential <br />neighborhoods impacted by the proposed operation. The Council offered the following <br />comments: <br /> <br />. Landscape Barrier. The Council requested the County investigate the installation of <br />additional evergreen trees along the north border of the Kent Street site to "beef-up" <br />the buffer between the site and the neighborhood to the north_ <br /> <br />. Erosion Control. The Council received testimony from adjoining neighbors regarding <br />erosion following the construction of berms along the north side of the property. <br /> <br />. Data ITom Existing Crushing Operation. The Council is interested in knowing how <br />other crushing operations in the metro area are handled and how they impact <br />adjoining properties. Please investigate other crushing operations and if possible <br />arrange a tour for City Council. At a minimum, video tape or noise monitoring data <br />should be collected, <br /> <br />. Concrete Batch Plant.
