<br />options for their expansion plans. After several months of discussions, staff <br />identified five options for the Schreiers. The Schreiers do not believe that any of the <br />options identified by staff are feasible, and have settled on a request to the City to <br />consider amending the zoning map to allow for a Planned Unit Development for a <br />one time expansion of their building (to a total of 10,000 square feet) on the 17,871 <br />square foot southern parcel. This concept was presented as a sketch plan at the <br />July meeting and a hearing was held at the September meeting. (Note: At the July <br />sketch plan review and at the September public hearing, the Commission asked for <br />more detail on why both Schreier parcels should not be included in the PUD.) <br /> <br />2.5 One City of Roseville land use policy is to encourage the expansion of existing <br />businesses within the community. Charles Cabinets has been operating in this <br />location since the 1950s, is a growing and viable family owned business, and is a <br />valuable member of the business community. <br /> <br />2.6 This property is located in Planning District 2 (see Attachment, pp. Land Use 3-6). <br />The City's Comprehensive Plan designates the entire area east of Cleveland and <br />south to Brenner as low density residential, with the exception of the first two lots <br />along Cleveland, south of County Road 0, which are designated for Business. <br /> <br />2.7 The Comprehensive Plan suggests that a master plan for the residential area be <br />completed, in part because of its proximity to Langton Lake and Park (pp. Land Use <br />3-4). <br /> <br />3.0 BACKGROUND (City Development Codes} <br /> <br />3.1 The project itself is complicated by the need to update, and at the same time build <br />new facilities and support systems, on a small site. The applicant has submitted a <br />concept plan for one of two parcels (the southern lot consisting of 17,871 square <br />feet). A 4,000 square foot ground floor building expansion would be added to the <br />existing building (39'x102' - 3,978 square feet) for a total of approximately 7,978 <br />square foot of first floor office, showroom and cabinet manufacturing plant. A <br />portion of the building would be two story - estimated to be approximately 2,000 <br />square feet of office. <br /> <br />3.2 To meet City Building and Zoning Code requirements, the existing foundations and <br />utilities would be upgraded, the facade of the building will be upgraded, the parking <br />area will be expanded and improved with perimeter curbing, the site will be <br />landscaped, new signage will be installed, and the building will be sprinklered. <br />Existing roof trusses would be improved and strengthened to support a second <br />story. Since the City policy does not allow commercial properties to drain their <br />surface water to the street, storm sewer would have to be extended into the parking <br />area from Cleveland Avenue to catch surface water drainage from the site. The <br />concept plan includes the retention of the two existing driveways (curb cuts) on <br />Cleveland Avenue.
