<br />ATTACHMENT <br /> <br />COMPREHENSIVE PLAN GOALS AND POLICIES <br /> <br />The Comprehensive Development Plans for Roseville, Minnesota are composed of the statement <br />of Goals and Policies on which the plans are based. For the Comprehensive Development Plan to <br />validly function, they must be based on an understanding of the aspirations held by the citizens for <br />their community. The community goals are preferences as to: <br /> <br />1. The general type of community that future development should help produce; and <br /> <br />2, The character and location of the major physical elements fonning the urban <br />environment. <br /> <br />A goal is a desired objective to be reached and a policy is the official rule of course of action <br />taken to achieve the goal. The terms are subject to a wide range of interpretation and application. <br />The following definitions are included to provide a common frame of reference. <br /> <br />VISION - A vision is a statement about the preferred future, an expression of optimism <br />focused on what the community should look like in the year 2000 and beyond. <br /> <br />GOAL - A general statement of community aspirations and more specific <br />objectives indicating a broad social, economic, or physical state or conditions <br />which the community officially agrees to strive to achieve in various ways, <br />including among other, through the implementation of the Comprehensive <br />Development Plans. <br /> <br />POLICY - An officially adopted course or method of action intended to be <br />followed. <br /> <br />STANDARD - A criterion used as a basis of evaluation to determine the adequacy <br />of plan proposals to attain objectives. Standards are applied in the effectuating <br />regulations whereby specific numerical standards for development, street <br />construction, building location,. and similar criteria are established in the <br />regulations. <br /> <br />PROGRAM - A coordinated series of policies and actions to carry out a plan. <br /> <br />COMPREHENSIVE PLAN - A design which seeks to achieve agreed upon goals. <br /> <br />ADDITIONAL COMPREHENSIVE PLAN KEY TERMS: <br /> <br />Goals-l <br />
