(Dale Joel) request for rezoning of property <br />from 1-1 Light Industrial to B-3 General Business at 2485 Fairview <br />Avenue North (PF#2989) <br /> <br /> <br />1.0 REQUESTEDACnON <br /> <br />1.1 Farrington Properties, Inc. is requesting rezoning of a 1.8 acre parcel from 1-1 Light <br />Industrial to 8-3 General Business, The applicant holds a purchase agreement for <br />the property, which is owned by Thomas Jones. The applicant also requested a <br />variance to reduce the front yard setback of an off-street parking area from 15 feet <br />to 10 feet; however, the variance request has been withdrawn by the applicant. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Farrington Properties, Inc, holds a purchase agreement for a 1.8 acre parcel located <br />at 2485 Fairview Avenue North. The property is currently occupied by a 20,000 <br />square foot industrial building known as the Healy-Ruff building, The property is <br />designated as Business in the City's Comprehensive Plan and is located in an 1-1, <br />Light Industrial District. Adjacent land uses include a combination of retail <br />commercial and office to the south, light industrial to the west, civic to the north (fire <br />station #2 and water tower), and retail commercial to the east. <br /> <br />2,2 This property is located in Planning District 10. The City's Comprehensive Plan <br />designates the entire area south of County Road C, west of Fairview Avenue, north <br />of Highway 36, and east of Interstate 35/Cleveland Avenue as Business. The <br />summary of issues section for Planning District 10 recognizes that this area <br />contains a mix of industrial, retail, and business uses; however, the northwest <br />corner of Fairview Avenue and County Road 82 is identified as a potential location <br />for a retail complex. <br /> <br />2,3 The Tower Place Business Park Redevelopment Master Plan outlines <br />redevelopment potential of the area south of County C, west of Fairview Avenue, <br />north of County 82, and east of Cleveland Avenue. One finding of this plan was <br />that the area should remain a mixed use area wherein light manufacturing/ <br />warehousing, service lodging, office, and retail uses can co-exist provided sites are <br />properly planned and there is adequate capacity on adjacent roadways and within <br />existing utilities. The area at the northwest corner of Fairview Avenue and County <br />Road 82 is designated as Land Use Subdistrict L, with office and retail uses <br />identified as the major development theme for this area. <br /> <br />PF#2989 - RPCA (03/11/98) - Page 1 of 3 <br />
