This <br />definition indicates that a dry cleaning operation will be considered a "Dry Cleaning Service <br />Facility" if it satisfies the six criteria set forth in ~1002.2 of the Code. Section 1005.04A.19 <br />establishes "dry cleaning and laundry receiving stations, processing to be done elsewhere and <br />dry cleaning services facilities" as permitted uses in a B-2 zone. As "Dry Cleaning Service <br />Facility" is a term of art with its own definition in the Code, it is my opinion that a "Dry <br />Cleaning Service Facility" is a pennitted use in a B-2 zone. <br /> <br />Additional support for this interpretation is found by reviewing Ordinance No. 1023, <br />which added the definition of a "Dry Cleaning Service Facility" and ~1005.04A.19 to the Code. <br />The intent of this Ordinance can be inferred from the title which indicates that it is "AN <br />ORDINANCE AMENDING THE CITY CODE OF THE CITY OF ROSEVILLE BY <br />DEFINING DRY CLEANING SERVICE FACILITY AND ALLOWING ON-SITE DRY <br />CLEANING BY MODERN DRY CLEANING PLANTS IN ALL BUSINESS ZONES EXCEPT <br />B-1 AND B-6." This language, as well as the minutes of the .Planning Commission meeting at <br />which this Ordi.nance was considered, demonstrate that the intent of the Ordinance was to allow <br />the modem "Dry Cleaning Service Facility" in Zones B-2 through B-5. <br /> <br />· Also Admiued in Wisconsin <br />tCivil Trial Specialist.
