<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 03/11/98 <br />ITEM NO: 6(b) <br />Agenda Section: <br />PUBLIC HEARINGS <br />Lexington Plaza, LLC request for rezoning of property from B-2 Retail <br />Business to 8-4 Retail Office Service at 1682-1754 Lexington Avenue <br />North - Lexington Plaza (PF#2990) <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Lexington Plaza, LLC is requesting rezoning of a 6.5 acre parcel from B-2 Retail <br />Business to B-4 Retail Office Service. The request is being made in order to <br />accommodate a prospective tenant (Grand Cleaners). No other significant changes <br />to the site are proposed at this time. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Lexington Plaza, LLC owns the 6.5 acre parcel located at 1682-1754 Lexington <br />Avenue North. The property is currently occupied by a 96,000 square foot multi- <br />tenant shopping center in two buildings. The property is designated as Business <br />in the City's Comprehensive Plan and is located in a B-2, Retail Business District. <br />Adjacent land uses include a combination of commercial and residential to the <br />north, residential to the east, commercial to the south across Larpenteur Avenue <br />West, and commercial to the west across Lexington Avenue North. <br /> <br />2.2 This property is located in Planning District 14. The City's Comprehensive Plan <br />designates this parcel as Business; however, the summary of issues for Planning <br />District 14 does not specifically address this parcel. <br /> <br />2.3 The applicant is not proposing any change in the operation of the shopping center, <br />other than to allow the location of a dry cleaning facility as a tenant in one of the <br />buildings. The overall impact on parking, traffic systems, and utilities will be <br />minimal. In general, it would be more appropriate to use a planned unit <br />development (PUD) to accommodate a mixed use development such as this. <br /> <br />2.4 Section 1005.04(A)(19) of the City Code identifies "dry cleaning and laundry <br />receiving stations, processing to be done elsewhere and dry cleaning service <br />facilities" as a permitted use in a B-2 zoning district. Section 1 005.06(B)(11) of the <br />City Code identifies "dry cleaning service facilities located within a building or mall <br />with a minimum of ten thousand (10,000) square feet floor space" as a permitted <br />use in a B-4 zoning district. <br /> <br />PF#2990 - RPCA (03/11/98) - Page 1 of 4 <br />
