Presbyterian Homes Housing and Assisted Living, Inc., a <br />request to amend a Planned Unit Development to increase the size of the building <br />approved for this parcel for the purpose of constructing a 32,900 square foot <br />residential dementia facility (Eagle Crest - 2965 Lincoln Drive). <br /> <br />Chair Harms opened the hearing and requested Dennis Welsch provide an <br />overview of the staff report. Dennis Welsch indicated that the request is to amend <br />the PUD to increase the size of the building to 32,900 square feet; redesign the <br />exterior, and reconfigure the building to meet the needs of residents of the dementia <br />facility. He presented a comparison of the building approved in 1993 and the <br />building as now proposed, and provided a general overview of the site development <br />plan. Mr. Welsch also reviewed the building elevations and photographs of the site. <br />Based on the findings outlined in Section 3.1 of the report, staff recommended <br />approval of the request with three conditions. <br /> <br />Peter Pfister, architect, described the new design changes for the 36-unit site. Two <br />meetings with the neighbors were held and two alternative designs were discussed. <br />He displayed elevation and landscaping. <br /> <br />Member Wilke asked if retaining wall will be fenced. The neighbors concerns was <br />height (now proposed as one-story). <br /> <br />Chair Harms: Is erosion a problem in this area (has been addressed and is on- <br />going). <br /> <br />Member Olson: What were the original concerns with this project (height of <br />structures, appearance/massing, landscaping, and erosion). <br /> <br />Peter Pfister, architect, presented additional information on the request and the <br />operation of the EagleCrest Facility. Dan Lindh was also present to answer <br />questions. <br /> <br />Member Mulder: Asked how close the building will be from setback from the creek- <br />a minimum of 50 feet. <br /> <br />Dean Masche asked where HVAC will be placed (north side of roof along Lydia). <br /> <br />Roger Buettner, 1651 Standbridge, asked about the pitch of the roof and the <br />ultimate height of the building. The neighbors asked that the roof be lowered, <br />especially the high peaks. <br /> <br />Peter Pfister stated that the roof was changed to a 6/12 roof, the maximum height <br />will be <br /> <br />PF#2995 - RCA (05/26/98) - Page 6 of 7 <br />
