7c. Planning File 2995. Presbyterian Homes Housing and Assisted Living, Inc.,
a request to amend a Planned Unit Development to increase the size of the
building approved for this parcel for the purpose of constructing a 32,900
square foot residential dementia facility (EagleCrest - 2965 Lincoln Drive).

Chair Harms opened the hearing and requested Dennis Welsch provide an
overview of the staff report. Dennis Welsch indicated that the request is to
amend the PUD to increase the size of the building to 32,900 square feet;
redesign the exterior, and reconfigure the building to meet the needs of residents
of the dimentia facility. He presenteda comparison of the buiding approved in
1993 and the building as now proposed, and provided a general overview of the
site development plan. Mr. Welsch also reviewed the building elevations and
photographs of the site. Based on the findings outlined in Section 3.1 of the
report, staff recommended approval of the request with three conditions.

Peter Pfitzer, architect, described the new design changes for the 36-unit site.
Two meetings with the neighbors were held and two alternative designs were
discussed. He displayed elevation and landscaping.

Member Wilke asked if retaining wall will be fenced. The neighbors concerns
was height (now proposed as one-story).

Chair Harms: Is erosion a problem in this area (has been addressed and is on-
going).

Member Olson: What were the original concerns with this project (height of
structures, appearance/massing, landscaping, and erosion).

Peter Pfister, architect, presented additional information on the request and the
operation of the EagleCrest Facility. Dan Lindh was also present to answer
questions.

Member Mulder: Asked how close the building will be from setback from the
creek -- a minimum of 50 feet.

Dean Masche asked where HVAC will be placed (north side of roof along Lydia).

Roger Buettner, 1651 Standbridge, asked about the pitch of the roof and the
ultimate height of the building. The neighbors asked that the roof be lowered,
especially the high peaks.

Peter Pfitzer statedthat the roof was changed to a 6/12 roof, the maximum height
will be

9
