<br />STORM SEWER <br /> <br />A significant amount of building and parking lot surface currently surface drains north <br />of the existing building. The drainage area could be on the order of 6 to 7 acres, <br />depending on roof patterns and adjoining properties for which we did not have data. <br />The surface drainage will be blocked by the proposed addition. Runoff will be forced <br />to a low point in the parking lot west of the expansion with anticipated grading. A <br />large inlet (or group of inlets) can be installed to receive the runoff. Very little <br />pervious surface is proposed to be altered so no on-site ponding requirement is <br />anticipated. Two alternatives have been identified for a pipeline alignment to convey <br />runoff from the site. These are shown on an attached sketch. <br /> <br />A1i~nment "A" - Follow Sanitary Sewer Reroute <br /> <br />This alignment is approximately 840 feet long, d~pending on the final layout. The <br />advantage includes no limit on discharge capacity and minimal involvement with <br />neighboring properties. Disadvantages include space constraints for construction and <br />possible conflicts with the sanitary sewer. <br /> <br />Alignment "B"- North to Rose Place <br /> <br />City records indicate an easement may exist across the neighboring parcel to the north. <br />The easement existence, type and involved parties were not confirmed. The alignment <br />is about 750 feet long. The advantages include less cost, fewer space constraints for <br />construction and less underground congestion around the expansion. Disadvantages <br />include crossing the proposed sanitary sewer and coordination with neighboring parcels <br />and the City. A discharge rate limit may apply depending on the capacity of the Rose <br />Place Storm Sewer. <br /> <br />Both alignments would require similar restoration. There may be a way to reduce <br />pavement restoration for alignment "B" by placing the line west of the existing parking <br />lot. <br /> <br />OTHER ISSUES <br /> <br />I met with engineering and planning representatives of the City of Roseville. A <br />photocopy of their cards is attached. At least two council actions are required prior to <br />construction. One is approval of a "Minor Subdivision" which legally combines the <br />two lots into one parcel. The other is the vacation of the old sanitary easement and <br />granting of the new easement. This can be done in a combined action. The next <br />available meeting is April 27, 1998. The application deadline is March 9, 1998. <br />
