The <br />substandard size of the parcel (less than 9000 square feet) and the location <br />of the home creates a practical difficulty for the applicant. <br /> <br />2.3 It is the policy of the City of Roseville to issue minor variances when there is a <br />hardship or practical difficulty, provided the property is located in an R-1, Single <br />Family Residential District, and used for residential purposes. <br /> <br />2.4 It is also the policy of the City of Roseville to issue blanket minor variances for <br />driveway side yard setbacks to bring nonconforming driveways into compliance, <br />provided the property is located in an R~1, Single Family Residential District, and <br />used for residential purposes. <br /> <br />2.5 Section 1012.01(B), City Code, requires a minimum side yard setback offive feet <br />for parcels platted before May 21, 1959. <br /> <br />Section 1004.02(0), City Code, requires a minimum rear yard setback of 30 feet for <br />parcels in R-1 zoning districts. <br /> <br />Section 703.04(8)(9), City Code, requires a minimum side yard setback of five feet <br />for a residential driveway. <br /> <br />JJl MINOR VARIANCE COMMITTEE <br /> <br />3.1 The request for the variance included the required application form, sketch of the <br />property and proposed driveway, written statement from the applicant, and written <br />approval from the adjacent property owners affected by the variance (Jack Hastings <br />at 1741 Chatsworth Street North and Robert Johnson at 1740 Algen Street). <br /> <br />3.2 The Minor Variance Committee reviewed this request on Tuesday, April 14, 1998, <br />and again on May 19, 1998, and unanimously recommended approval of a minor <br />variance to reduce the side yard setback to three feet and the rear yard setback to <br />23 feet for the purpose of constructing a two-car attached garage and a variance <br />to reduce the driveway setback to two feet for the purpose of bringing an existing <br />driveway into compliance at 1747 Chatsworth Street North, based on the following <br />findings: <br /> <br />1. The substandard size of the parcel and the location of the house on the <br />property creates a practical difficulty for the applicant. <br /> <br />2. The width of the driveway will not exceed 26 feet at the property line. <br /> <br />3.
