<br />REQUEST FOR CITY COUNCIL ACTION <br />DA TE: 9/28/98 <br />ITEM NO: F-l <br /> <br />Department Approval: <br />~t6 <br /> <br />Item Description: <br /> <br />Manag~r tpproval: Agenda Section: <br />~ Report/Recommendation <br />Roseville Housing Improvement Program l <br />Housing Replacement Program - Sell 2100 William 300 \ <br /> <br /> <br />1.0 Requested Action <br /> <br />1 .1 City staff is requesting the approval of the sale of 2100 William Street and vacant <br />land on Burke as part of the implementation of the Housing Replacement Program <br />under the Roseville Housing Improvement Program. <br /> <br />2.0 Backaround <br /> <br />2.1 The housing replacement prog ram was established in 1996 to help the City <br />purchase outdated or non-code compliant structures that could not be economically <br />rehabilitated or sold on the open market. The pyrpose of the program is to replace <br />deteriorating lower value housing on scattered sites throughout the City with larger, <br />higher value housing designed for families. The goal of the program is to increase <br />the property value of the home and improve the value and aesthetics of the <br />neighborhood properties. <br /> <br />2.2 The Council approved the purchase of the home at 2100 William Street for $39,000 <br />on February 9, 1998 and the purchase of the vacant lot on Burke Street from the <br />County for $3,134.50 on June 8, 1998. <br /> <br />2.3 In addition, the Council approved the necessary variances and lot combination to <br />create a buildable pad on May 27, 1998. <br /> <br />\..0- <br /> <br />2.4 Staff has subsequently been marketing the property for sale with the goal to build <br />a new single family home under the provisions of the Program Design and Site <br />Criteria. A sign was posted and two mailings were sent to over 60 homebuilders. In <br />addition, the lot was advertised in the Builders Association newsletter. <br /> <br />2.5 Two proposals were submitted from Old Towne Builders and Southwind Builders. <br />Old Towne Builders later rescinded on the offer to purchase due to other <br />commitments. <br /> <br />RCA - 2100 William 09/28/98 - Page 1 of 2 <br />
