REQUEST FOR CITY COUNCIL ACTION DA TE: 9/28/98 ITEM NO: F-l Department Approval: ~t6 Item Description: Manag~r tpproval: Agenda Section: ~ Report/Recommendation Roseville Housing Improvement Program l Housing Replacement Program - Sell 2100 William 300 \ 1.0 Requested Action 1 .1 City staff is requesting the approval of the sale of 2100 William Street and vacant land on Burke as part of the implementation of the Housing Replacement Program under the Roseville Housing Improvement Program. 2.0 Backaround 2.1 The housing replacement prog ram was established in 1996 to help the City purchase outdated or non-code compliant structures that could not be economically rehabilitated or sold on the open market. The pyrpose of the program is to replace deteriorating lower value housing on scattered sites throughout the City with larger, higher value housing designed for families. The goal of the program is to increase the property value of the home and improve the value and aesthetics of the neighborhood properties. 2.2 The Council approved the purchase of the home at 2100 William Street for $39,000 on February 9, 1998 and the purchase of the vacant lot on Burke Street from the County for $3,134.50 on June 8, 1998. 2.3 In addition, the Council approved the necessary variances and lot combination to create a buildable pad on May 27, 1998. \..0- 2.4 Staff has subsequently been marketing the property for sale with the goal to build a new single family home under the provisions of the Program Design and Site Criteria. A sign was posted and two mailings were sent to over 60 homebuilders. In addition, the lot was advertised in the Builders Association newsletter. 2.5 Two proposals were submitted from Old Towne Builders and Southwind Builders.
