including the Street and Storm Sewer construction, however, the cost to install the sidewalk on <br />33 <br />the south side of County Road D, $135,999.14, was significantly higher than the estimated cost <br />34 <br />of $55,030.80. This is primarily due to the addition of a substantial amount of modular block <br />35 <br />retaining wall in order to provide the least amount of impacts to the fronting properties as well as <br />36 <br />a larger amount of driveway replacement than anticipated. <br />37 <br />PO <br />OLICYBJECTIVE <br />38 <br />It is the City’s policy to assess a portion of street reconstruction costs. The City follows the <br />39 <br />requirements of Chapter 429 of state statute for the assessment process. Once the assessment <br />40 <br />roll is adopted after the public hearing, the City allows for a 30-day pre-payment period. <br />41 <br />Following the pre-payment period, assessment rolls are certified to Ramsey County for <br />42 <br />collection. The City will have the rolls certified by early November in order to allow the County <br />43 <br />enough time to add the assessments to property taxes. <br />44 <br />FI <br />INANCIALMPACTS <br />45 <br />This project was financed using assessments, utility funds, Municipal State Aid Funds and street <br />46 <br />infrastructure funds.
