36 <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Roseville, <br />37 <br />Minnesota: <br />38 <br />1.The portion of the cost of such improvements to be paid by the City is hereby <br />39 <br />declared to be $981,177.40 and the portion of the cost to be assessed against <br />40 <br />benefited property owners is declared to be $144,625.37. <br />41 <br />42 <br />2.A hearing shall be held on the 6th day of October, 2014 in the city hall at 6:00 <br />43 <br />p.m. to pass upon such proposed assessment and at such time and place all <br />44 <br />persons owning property affected by such improvement will be given an <br />45 <br />opportunity to be heard with reference to such assessment. <br />46 <br />47 <br />3.The City Manager is hereby directed to cause a notice of the hearing on the <br />48 <br />proposed assessment to be published once in the official newspaper at least two <br />49 <br />weeks prior to the hearing, and he shall state in the notice the total cost of the <br />50 <br />improvement. He shall also cause mailed notice to be given to the owner of each <br />51 <br />parcel described in the assessment roll not less than two weeks prior to the <br />52 <br />hearings. <br />53 <br />54 <br />4.The owner of any property so assessed may, at any time prior to certification of <br />55 <br />the assessment to the county auditor, pay the whole of the assessment on such <br />56 <br />property, with interest accrued to the date of payment, to the City Manager, <br />57 <br />except that no interest shall be charged if the entire assessment is paid within 30 <br />58 <br />days from the adoption of the assessment. An owner may at any time thereafter, <br />59 <br />pay to the County Auditor the entire amount of the assessment remaining unpaid, <br />60 <br />with interest accrued to December 31 of the year in which such payment is made. <br />61 <br />Such payment must be made before November 15 or interest will be charged <br />62 <br />through December 31 of the succeeding year. <br />63 <br />64 <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />65 <br />Councilmember upon a vote being taken thereon, the following voted in favor <br />66 <br />thereof: and and the following voted against the same: <br />67 <br />68 <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
