REQUEST FOR COUNCIL ACTION <br /> Date: 09/08/14 <br /> Item No.: 7.h <br />Department Approval City Manager Approval <br />Item Description: Consider Approving IT Shared Service Agreement with the Lake Johanna Fire <br />Department <br />B <br />ACKGROUND <br />1 <br />Minnesota State Statute 471.59 authorizes political subdivisions of the State to enter into joint powers <br />2 <br />agreements (JPA) or Shared Services Agreements for the joint exercise of powers that are common to each <br />3 <br />entity. Over the past several months, the Lake Johanna Fire Department (LJFD) and the City of Roseville <br />4 <br />have held on-going discussions in regards to the sharing of IT support services. Specifically, for the <br />5 <br />support of network connections at LJFD’s four fire station locations. <br />6 <br />7 <br />This service was previously provided by Roseville Staff through its support agreement with the North <br />8 <br />Suburban Communications Commission. This agreement will replace that service arrangement. LJFD is <br />9 <br />transitioning away from Comcast-owned fiber (the ‘I-Net’) to subscriber data services through Comcast. <br />10 <br />11 <br />The City of Roseville currently employs twelve full-time employees to administer the information systems <br />12 <br />for the City of Roseville and 35 other municipal and governmental agencies. The proposed Agreement with <br />13 <br />the Lake Johanna Fire Department is similar to the other agreements in both structure and substance. <br />14 <br />15 <br />The attached Agreement has been approved by the Lake Johanna Fire Department and is awaiting approval <br />16 <br />from the Roseville City Council. <br />17 <br />PO <br />OLICYBJECTIVE <br />18 <br />Joint cooperative ventures are consistent with past practices as well as the goals and strategies outlined in <br />19 <br />the Imagine Roseville 2025 process. <br />20 <br />FI <br />INANCIALMPACTS <br />21 <br />The proposed Agreement provides non-tax revenues to support City operations. The hourly rates charged <br />22 <br />to other cities or entities are more than the cost of a City employee; yet substantially lower than could be <br />23 <br />obtained from private companies – hence the value to other cities is greater. For 2014, it is projected that <br />24 <br />the services provided to the LJFD will include on-going services in the amount of $2,400 annually. <br />25 <br />26 <br />There is no budget impact. The presence of the Agreement along with existing revenue sources is <br />27 <br />sufficient to fund the City’s added personnel, software licensing, and related information systems costs <br />28 <br />related to the contracted services. <br />29 <br />30 <br />Page 1 of 2 <br />
