<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 07/08/98 <br />ITEM NO: 6(a) <br />Department Approval: Manager Approved: Agenda Section: <br />PUBLIC HEARINGS <br />Michael Heffernan request for a variance to allow a second detached <br />ara eat 2042-2044 Dale Street North PF#3021 <br /> <br /> <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Michael Heffernan is requesting a variance to allow the construction of a second <br />accessory building and a variance to increase the lot coverage to 76.5% of the <br />required rear yard for the purpose of constructing a 28' x 36' detached garage at <br />2042-2044 Dale Street North. <br /> <br />Requirement <br /> <br />Proposal <br /> <br />Variance <br /> <br />An accessory building <br /> <br />2nd accessory building <br /> <br />One additional building <br /> <br />Lot Coverage - 25% of <br />required rear yard <br />(574 square feet) <br /> <br />76.5% coverage <br />(1,756 square feet) <br /> <br />50.5% variance <br />(1,182 square feet) <br /> <br />1.2 The City Council upheld staff's interpretation of these requirements during an <br />administrative appeal of the interpretation by Mr. Heffernan; however, the City <br />Council did provide Mr. Heffernan with the opportunity to go through the minor <br />variance procedure for this request. The request was denied by the Minor Variance <br />Committee, and Mr. Heffernan has decided to apply for a variance. through the <br />regular variance procedure. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Michael Heffernan owns a two family dwelling at 2042-2044 Dale Street North. The <br />property is located in an R-2 Single Family Residential District, and the <br />Comprehensive Plan identifies this property as Low Density Residential. Adjacent <br />land uses include low density residential to the north, south, east, and west. <br /> <br />2.2 Mr. Heffernan is requesting a variance from Section 1004.01 of the City Code, to <br />allow the construction of a second accessory building and to increase the lot <br />coverage to 76.5% of the required rear yard. Mr. Heffernan's lot is 76.5' x 267' <br />(20,426 square feet) and is occupied by a duplex and an existing detached garage. <br />In order to provide vehicle storage and yard equipment storage for both dwelling <br />units, Mr. Heffernan is proposing a second detached garage. Mr. Heffernan has <br />explored other options for providing addition garage space; however, an attached <br /> <br />RCA (PF#3021) - 07/08/98 - Page 1 of 3 <br />
