<br />1. The boulevard parking space is listed on the inventory of boulevard parking <br />spaces regularly in use, dated June 30, 1984. <br /> <br />2. A public improvement project being undertaken in 1998 (Project 98-02) will <br />involve the disturbance of the boulevard at 2474 Churchill Street. <br /> <br />3. A 28 foot coniferous tree and a two foot retaining wall would need to be <br />removed in order to extend the boulevard parking space the required 20 feet <br />onto the property. <br /> <br />4. There is no other practical location or alternative for an off-street parking <br />area on the property. The topography of the parcel does limit options for <br />relocating the driveway to the south side of the parcel without moving the <br />driveway retaining wall and the entry steps. <br /> <br />5. The proposed use, investing in the existing housing stock and making it more <br />livable, is in harmony with the general purpose and intent of the City's <br />Comprehensive Plan and Title 10 of the City Code (Zoning). <br /> <br />6. As discussed in the past cases, the proposed variance allowing vehicles to <br />park on the boulevard, and, if granted, could adversely affect the public <br />health, safety, or general welfare (especially drivers view of adjoining, but <br />visually screened driveways, and snow plowing ).
