<br />WHEREAS, the Roseville City Council made the following findings: <br /> <br />1. The proposed variance is in harmony with the general purpose and intent of <br />the City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br />Section 1004.01 of the City Code allows one detached garage and limits the <br />size of a detached garage on this property to 574 square feet (25% of the <br />required rear yard = 76.5 x 30/4). The proposed garage will bring the total <br />square footage to 1,612 square feet (70% of the required rear yard). <br /> <br />2. The proposed variance, if granted, will not adversely affect the public health, <br />safety, or general welfare. The area of garage will not have a visual impact <br />on the adjacent property owners, and the area will increase the impervious <br />surface coverage with drainage and erosion that must be corrected and <br />managed by the applicant. (These issues can be addressed with the exterior <br />finish of the building and grading of the site.) <br /> <br />3. The presence of a duplex on the property does create a practical difficulty for <br />the applicant in providing adequate garage space with this area limitation. <br /> <br />4. The back yard is very large; a duplex should have garages for each unit. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council of the City of Roseville, <br />Minnesota, that a variance to allow the construction of a second accessory building and <br />a variance to increase the lot coverage to 70% of the required rear yard for the purpose <br />of constructing a 24' x 36' detached garage at 2042-2044 Dale Street North be granted <br />with the dimensions as shown on the site plan of August 10, 1998. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Council Member Maschka and upon vote being taken thereon, the following voted in favor: <br />and the following voted against the same: <br /> <br />Ayes: (5) Mastel, Wiski, Goedeke, Maschka, Wall <br />Nays: (0) None <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br /> <br />Resolution _ - Page 2 of 2 <br />
