<br />Planning Commission Meeting Minutes <br />September 11, 1996 <br /> <br />turning movement, and may eliminate the need for building relocation. <br /> <br />Mr. Pikovsky objected strenuously to 90 foot wide road right-of-way but would <br />consider alternatives which would include a 36 foot wide road within a reduced <br />right-of.way. <br /> <br />Harry Blair, Phoenix Corp., 2801 Fairview Avenue, has been in Roseville since <br />1989. Phoenix added a half million dollars in new equipment. Mr. Blair asked for <br />a decision as early as possible. The 90 foot right..of-way would take out a portion <br />of the building. Mr. Blair asked if there is a linear assessment cost available for <br />properties between Fairview and Cleveland. (Not yet) Blair noted that 100% <br />assessment may be used for new roads. His building is lower than the road <br />right-of-way and this may create problems. It would cost $500,000 million to <br />move the business machinery. Blair needs an understanding of what the timing <br />and cost would be, <br /> <br />Acting Chairperson Harms asked for details of the Phoenix Corporation. <br /> <br />Acting Chairperson Harms closed the public hearing. <br /> <br />Commissioner Rhody stated the old par1<way alignment is not usable and <br />therefore, the City must move the alignment south. <br /> <br />Commission Thein stated he is uncomfortable with the plan because of problems <br />with Hyman Freightways. He expressed concern with costs and assessments. <br /> <br />Rick Jopke explained the Planning Commission is to look at the general layout. <br />The City Council will need to look at details of the designs. <br /> <br />Arijs Pakalns explained flexibility and staging of plans. <br /> <br />MOTION: Member Harms moved, second by Member Thein to recommend <br />adoption of a resolution approving a Comprehensive Plan amendment <br />concerning the Twin Lakes Business Park. to incorporate the findings of the BRW <br />study into the Comprehensive Plan, including the revised location of Twin Lakes <br />ParKway, utilities, ponding, and redesign of the right..of-way improvements. <br /> <br />Acting Chairperson Harms also asked for clarification of the current process ~ a <br />general right-at-way direction with details to come later. <br /> <br />5 <br />
