<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />Department Approval: <br /> <br />Manager Approved: <br /> <br />DATE: 09/22/97 <br />ITEM NO: <br />Agenda Section: <br />PUBLIC HEARING <br /> <br />Item Description: Comprehensive Plan Amendment to change the location of the <br />proposed Twin Lakes Parkway within a portion of the Twin lakes <br />Business. Park, lying between Fairview Avenue, Cleveland <br />Avenue, County Road C, and County Road C-2 allowing for future <br />alignment with the 35W ramp at Cleveland Avenue. (PF#2867). <br /> <br />1.0 REQUESTED ACTION <br /> <br />The Planning Commission previously (October, 1996) approved and recommended to the <br />City Council a Comprehensive Plan Amendment to realign the future location of Twin <br />Lakes Parkway. Since that time an engineering feasibility study and an environmental <br />assessment worksheet have been completed. The Commission scheduled a hearing for <br />additional public comment (September 10, 1997) and forwarded further recommendations <br />to the City Council in the form of a draft resolution, recommending approval of the Parkway <br />realignment on the City Comprehensive Plan. The Council will hold a hearing on <br />September 22, 1997. <br /> <br />2.0 BACKGROUND: <br /> <br />2.1 The City completed the Twin Lakes Redevelopment Plan in the mid 1980's to guide <br />future development in the area generally bounded by Cleveland Avenue, Snelling <br />Avenue, County Road C-2, and County Road C. <br /> <br />2.2 The plan provides the framework for a well planned development which provides a <br />good return to property owners when ~ determine it is time to sell. The plan <br />attempts to minimize adverse impacts on the community and nearby residential <br />areas. <br /> <br />2.3 The plan calls for the construction of additional roads within the area to enhance <br />property value and future development potential. <br /> <br />2.4 The plan provides for the construction of a new eastlwest road to be known as Twin <br />Lakes Parkway, between Snelling Avenue on the east and Highway 35W on the <br />west. <br /> <br />PF#2867 - RCA (09/22/97) - Page 1 of 5 <br />
