Minnesota Pollution Control Agency
\fA"" \
~~ ~ f C'
/v y ,,~. \0.1
~~ \9\~

June 4, 1997

Mr. Dennis Welsch
City of Roseville
2660 Civic Center Drive
Roseville, Minnesota 55113

Re: Twin Lakes Business Park (Parcels 1-30)
Dear Mr. Welsch:

The Environmental Assessment Worksheet (EA W) for the referenced project has been rc\"ic\\"cd
by the Minnesota Pollution Control Agency (MPCA). The project involves the redevelopment ot'
30 parcels (126 acres) ofland with light industrial, office/sho\\Toom. and commercial busiJh..'sses.
The following comments are offered for consideration and response by the city in its decisiolll)Il
the need for an Environmental Impact Statement.

Item 9 Land Use

The EA W makes note of soil and ground water investigation and cleanup activities conducted in
conjunction with development plans. This discussion also serves to emphasize the need to advise
developers or property owner of their potential liabilities for cleaning up any significant levels of
contaminants which may be encountered. Questions regarding the cleanup of petroleum releases
under the Voluntary Investigation and Cleanup (VIC) program may be directed to
Michael Kanner, Chief, Tanks and Emergency Response Section. Hazardous Waste Division
(297-8564). Questions on the Superfund VIe program may be directed to Richard Sandberg.
Chief, Site Response Section, Ground Water and Solid Waste Division (296-7290).

Item 18 Surface Water Runoff

Projected changes in runoff volumes for ten-year and 100-year events are given. We request that
infonnation for the corresponding analysis be provided for a two-year event as well. This is
based on the significant erosion potential of stonns in this range and the potential for their
attenuation through runoff controls compared to more catastrophic events.

Item 19 Wastewater

Part 19a requests a description of the quantities of all potential wastewater that could be
generated including domestic sewage. How is the wastewater flow expected to change compared
to previous uses of this site? Also, please summarize infonnation available which demonstrates
that the projected flows from the project area plus all adjacent contributing areas wil! not exceed
the design of the receiving sewers.

520 L,,'a:iet!e Rc 1'J S' P,,> ;"1'~ 5::'5::.~':;''':612' 29~d::30rJ "/8'':0 6:2: 222.5332

q-::.~.,")...2. ;J.. ~:-:-:; - 'r-" =..~ ----:-"::. :~::.~: - - -:~-:-~.
