C. :\1innesota Environmental Quality Board (EQB)

I. The EQB reminds the City of the closure of the 30-day comment period and details the pro.:.:s:.
the City must follow in determining whither or not an EIS is required for the project.

Rt!sponse: The City of Rosevilk wiri follo\\ all requirements and regulations as stipulated III
Minnesota Rules part 44 r 0.1700.

D. Minnesota Historical Societ). (MHS)

[. The MHS concurred with the EA \\. statement that there are no properties listed on the National
Register of Historic Places, and no known or suspected archaeological properties in the area that wil!
be affected by this project.

E. ,\Iinnesota Pollution Control Agency (.\(PC.\)

!. The propos~d
improvements include the reconstruction of 30 parcels which wI!! result in additional totaf building
square footage.

The total amount of wastewater now generated from full development is expected to increas~ b;.
approximately 84,347 gpd. This increase is based on a ma..\;,imum net increase of office/showroom
square footage of 738,8 I 0 square feet. The additional peak wastewater flow anticipated in th<:::
interceptor sewer is approximately 0.5 cubic feet per second.

3. MPGA requests infonnation demonstrating that the projected wastewater flows from the project
area plus all adjacent contributing areas will not exceed the design of receiving sewers.

Response: The existing sanitary sewer capacities have been calculated on the east and west ends of
the project area to detennine the available capacity of the existing system. The calculated capacity
of the interceptor pipe entering the project area is approximately 24.2 cfs while the pipe exiting the
project area has a capacity of 31. 9 cfs. The flow differential of 7.7 cfs equates to availab Ie pipe
capacity through the project area. The total amount of sanitary sewerage estimated to enter the
system between the entrance and exit points is approximately 4.0 cfs to 6.5 cfs during peak flow
conditions. The estimated available capacity is approximately 1.2 cfs greater than the estimated 30.7
cfs of total flow anticipated, therefore, the existing system should be adequate for the proposed
development.

3
