Inventory I Analysis <br /> <br />1. Highway Access. One of the most crineal issues, in developing the Twin <br />Lakes Parkway west of Fairview Avenue, is how to connect the proposed <br />Parkway CO the access and egress ramps at I-35W. Direct and smooth <br />traffic flow on and off I-35W is essential for the future success of the <br />district. The original plan for the Twin Lakes area calls for rdocacing the <br />c:risring I-35W ramps [0 the nonh. through the middle of the large pond <br />and wetland area. in order [0 align them [0 the proposed Twin Lakes <br />Parkway. This issue needs to be r~u.a[ed in greater derail in order to <br />determine the optimum interchange location and configuration. <br /> <br />2. Parkway Location. The original plan calIs for locating the Parkway along <br />the south edge of Langton Park and along the north edge of the Hyman <br />property. The three key issues regarding ch..i.s location a.re: <br /> <br />. Does chis location permit a direct connection with the 1-35W <br />ramps? <br /> <br />. Is this the optimum Pa.rkway alignment for providing access to <br />the redevelopment pa.rcds? <br /> <br />. Can the Pa.rkway be implemented in this alignment in the near <br />future? This alignment depends upon the rdocation of the <br />Hyman trucking opcncions and redevelopment of mat site. <br />Since it is Wlccnain at this rime when me Hyman property might <br />become available for redevelopment, chis option may not be <br />feasible for a long time. <br /> <br />3. Number of Roadways. Are all the internal roadways in the area west of <br />Fairview Avenue - Mount Ridge Road. Prior Avenue. Arthur Street. and <br />the proposed Twin I...akes Parkway - required for vehicular circulation and <br />for access to me redevelopment parcels? <br /> <br />4. Number of Access Points. The current development pattern includes an <br />excessive number of private access points from the major area roadways. <br />This is especially critical in the vicinity of me County Road C and <br />Clevdand Avenue inrerscction. since the many private access points in chis <br />area are in direct conflict with the traffic carrying capacity and turning <br />movement requirements for the roadways.
