<br />III. Framework Plan <br /> <br />This section adclrcsses the following issues: <br /> <br />. What cypc of a connection should be: provided between Twin Lakes <br />Parkway and 1-35W? <br /> <br />. Where should the Parkway be locared west of Fairview Avenue? <br /> <br />. How could the Parkway be staged? <br /> <br />More detailed issues, such as Parkway design and enhancement programs. stonn <br />water drainage and ponding. infrastructure improvements, and project coses, arc <br />addressed in the remaining sections of this report. <br /> <br />A. 1-35W INTERCHANGE <br /> <br />The first and most important issue which needs to be resolved is the connection <br />of Twin I...akes Parkway to 1-35W. Since I-35W provides regional access to the <br />area and since there are specific requirements for how the interchange should <br />be configured. care needs to be takcn to weigh all options and assess all <br />significam impacts. Modifications to improve the on- and off-ramps would be <br />highly desirable. since one of MnDOT s long-tenn goals is [0 enhance the ramp <br />capacity at either County Road C and/or at County Road D. <br /> <br />The first step in the planning process was to contact MnDOT. the Rice Creek <br />Watershed Dismct. the DNR. and the Corps of Engineers in order to identify <br />options and to discuss opportunicies for reconfiguring or relocating the existing <br />access and egress ramps at 1-35W. Figure 3 illustrates the four interchange <br />configuracions which havt: been considered and evaluated. <br /> <br />The basic premise in these eva.luacions was that, ideally, Twin Lakes Parkway <br />should connect directly to the on- and off-ramps at 1-35W. Also, MnDOTs <br />long-term goal is to enhance the ramp capacity at either County Road C and/or <br />County Road D.
