Framework Plan <br /> <br />Option D presents che same advantages as Option C in terms of <br />creating larger and, potentially, more desirable development sircs on <br />Langton Park and in terms of requiring fewer roadways co service all <br />the development parcels. <br /> <br />The recommendarion. based upon an assessment and comparison of the <br />four Parkway locarion options, is to sdect Loearion Oprion C - South <br />Alignment to Existing lUmps for locating me Twin Lakes Parkway. The <br />prirruuy benefits of Oprion Care: <br /> <br />. Becawe the Twin Lakes Parkway would be located through the <br />center of me redevelopment area, better and more direct access <br />would be provided to the redevelopment pucds and fewer <br />roadways would be required. <br /> <br />. Because the Parkway would be located south of rhe Hyman <br />property, it would have a better chance for early implemcncarion. <br /> <br />. Due to me Parkways location south of the Hyman property, <br />larger and potentially more desirable development sites are <br />created along Langton Park. <br /> <br />2. Detailed Parkway Alignment <br /> <br />Once me general Parkway loeacian south of the Hyman property had been <br />selected. a detailed. c:va1uacion was conducted to idencify and establish the <br />exact Parkway alignment between Cleveland Avenue and Arthur Street. <br />The Parkway is being planned with a 90' right-of-way. Four alternative <br />alignmenu (Figure 5) were considered and evaluated. All the alignme:nt <br />alternatives will impact the Indianhead property. <br /> <br />a. Parkway Alignment A. Alternative A minimizes the impacts on the <br />Hyman property but it creates a large pared remnant north of the: <br />Parkway. which could most likely only be developed at the: time the <br />total Hyman property is redeveloped. <br /> <br />b. Parkway Alignment B.
