This ordinance updates and clarifies the City's regulations regarding <br />the number, size, location, height. and appearance of accessory buildings in residential <br />zoning districts. The intent of the proposed ordinance is to address the needs of Roseville <br />residents for storage space in detached garages and garden sheds, while protecting the <br />residential areas of the community from excessively large and obtrusive accessory <br />buildings. <br /> <br />1.2 The City Council held the first reading of this ordinance on Octrober 26,1998. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Section 1004.0l(A) of the City Code. regarding accessory structures, is unclear and can be <br />interpreted in numerous ways. In the past, City Council review and action has been <br />required in order to establish the correct interpretation regarding the number of accessory <br />buildings allowed as well as the cumulative area of accessory buildings. After the most <br />recent request for City Council interpretation. staff was asked to recommend clarifications <br />that would reduce the ambiguity of the regulations and simplify administration of these <br />proVIsIOns. <br /> <br />2.2 The accessory building regulations were originally adopted in 1959. Since that time, the <br />storage needs of residents has changed. In recent years, there have been numerous <br />requests for three-, four-, and even five-car accessory buildings in order to accommodate <br />the storage of automobile, recreational vehicles, and other household equipment and <br />materials. In order to cope with the proliferation of oversized garages and protect the <br />residential nature of neighborhoods, staff has interpreted the existing ordinance to allow <br />one accessory building and one garden/tool! storage shed up to 120 square feet. The area <br />of the accessory building is limited to 25% of the required rear yard of the parcel on which <br />it is located (lot width x 30' = required rear yard x 25% = allowable area). <br /> <br />PF3023.
