<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />DATE: 10/26/98 <br />ITEM NO: J-l <br />~~lartment Approval: Ci~nager Approval: Agenda Section: <br />~/K1-- ~ ORDINANCES <br />Item Description: City of Roseville request to amend Section 1004.01 (A) of the City <br />Code Relating to Accessory Buildings (PF3023). <br /> <br />1.0 REQUESTED ACTION <br /> <br />1,1 The City of Roseville is proposing text amendments to Section 1004.01 (A) of the <br />City Code to update and clarify the City's regulations regarding the number, size, <br />location, height, and appearance of accessory buildings in residential zoning <br />districts. The intent of the proposed modifications is to address the needs of <br />Roseville residents for storage space in detached garages and garden sheds, while <br />protecting the residential areas of the community from excessively large and <br />obtrusive accessory buildings. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Section 1004.01(A) of the City Code, regarding accessory structures, is unclear and <br />can be interpreted in numerous ways. In the past, City Council review and action <br />has been required in order to establish the correct interpretation regarding the <br />number of accessory buildings allowed as well as the cumulative area of accessory <br />buildings. After the most recent request for City Council interpretation, staff was <br />asked to recommend clarifications that would reduce the ambiguity of the <br />regulations and simplify administration of these provisions. <br /> <br />2.2 The accessory building regulations were originally adopted in 1959. Since that time, <br />the storage needs of residents has changed. In recent years, there have been <br />numerous requests for three-, four-, and even five-car accessory buildings in order <br />to accommodate the storage of automobile, recreational vehicles, and other <br />household equipment and materials. In order to cope with the proliferation of <br />oversized garages and protect the residential nature of neighborhoods, staff has <br />interpreted the existing ordinance to allow one accessory building and one <br />gardenltool/storage shed up to 120 square feet. The area of the accessory building <br />is limited to 25% of the required rear yard of the parcel on which it is located (lot <br />width x 30' = required rear yard x 25% = allowable area). <br /> <br />2.3 The public hearing on this issue was continued from the August 12, 1998, Planning <br />Commission meeting to the September 9, 1998, meeting. The Planning <br />Commission discussed the proposed amendments and the impact on the <br />community, suggested language revisions, and continued action on the request until <br /> <br />PF3023 - RCA (10/26/98) - Page 1 of 3 <br />
