CALL TO ORDER: <br /> <br />Chair Katie Harms called the regular meeting of the Roseville Planning <br />Commission to order at 6:30 p.m. in the City of Roseville City Council Chambers. <br /> <br />2. PUBLIC HEARINGS <br /> <br />6a. Planning File 3027: National Tire and Battery request for Conditional Use <br />Permit to construct a 10.790 square foot auto accessory installation and <br />service store at 2561 North Snelling Avenue. <br /> <br />Chair Harms opened the hearing and requested Kim Lee to present a summary <br />of the staff report dated June 10, 1998. The request before the Planning <br />Commission is to construct a 10,790 s.t. masonry and stucco building on a <br />vacant 1.86 acre site located at 2561 North Snelling Avenue. The building would <br />be occupied by National Tire Warehouse, a tire and auto accessory sales and <br />service business (retail auto accessory and auto service). Kim Lee discussed <br />the Conditional Use Permit process, considerations the Planning Commission <br />should consider in reviewing the request and the history of this site, including <br />the moratorium and James Addition Task Force efforts. She advised the area <br />was zoned B-2, Limited Business district in the Comprehensive Plan. <br /> <br />In reviewing the site plan, Ms Lee compared the current plan with the NTB plan <br />submitted in 1997, indicating the size of the bui Iding had been somewhat <br />reduced and additional landscaping provided. The site is 1.85 acres in size with <br />an easterly ingress and southerly egress; parking will take up 42% of the site <br />and will exceed code requirements; applicant has agreed to cross parking with <br />Knights of Columbus site and access easement between the two properties; a <br />surface water storm/storage pond is located along the rear (westerly) property <br />line (discussion took place later as to the feasibility and practicality of fencing in <br />the pond as it is adjacent to the public park); landscaping plan was illustrated; <br /> <br />1 <br />
