<br /> <br />Manager Approval: <br /> <br />1.0 Requested Council Action <br />1.1 City Staff is requesting an amendment to the Rambler Redesign Program under the <br />Roseville Housing Improvement Program to provide additional incentivF! for <br />ilIlPlementation bv homeowners to meet the aoals of the croaram under the current <br />construction market conditions. <br />- J <br /> <br />2.0 Background - Rambler Redesign Program <br /> <br />2.1 The Rambler Redesign Program is a demonstration technique to help homeowners put <br />professional design, value, and utility back into the City's 1950's and 1960's housing <br />stock. <br /> <br />2.2 The goal of the Rambler Redesign program is to assist families who would like to remain <br />in Roseville create an adaptable home for their family and a more marketable home for <br />the next owner. Homes display some of the following redesigned features and upgraded <br />functionality: larger kitchens and eating areas, adding bedrooms and newest design <br />elements like great rooms or computer rooms, as well as double garages and new front <br />entries with more street appeal. <br /> <br />3.4 Current Status of Rambler Redesign Program <br /> <br />3.5 In 1997, with initial funding from the Roseville Housing Fund and promotional grant from <br />Metropolitan Livable Communities Demonstration Program, there were 80 applicants <br />with three chosen homeowners identified. The program provided grants for 100% of the <br />design fees. There were three grants totaling $14,000 provided to the homeowners. <br /> <br />3.6 . In 1998, with funding from the RoseviUe Housing Fund, there were 18 applicants. The <br />program provided 'Yz of the design costs up to a maximum of $9,000 per applicant from <br />the Roseville Housing Fund. To date no grant dollars have been distributed for 1998. <br /> <br />3.3 Currently, none of the homeowners chosen in 1997 or potential cand"idates for 1998 <br />. nave comm.itted to the program. Possible reasons are the over inflated construction <br />. prices and shortage of skilled contractors available due to the extensive storm damage <br />this year. <br /> <br />RCA - Rambler Redesign Amendment 09/14/98 - Page 1 of 4 <br />
